Participants
Section 11 of the Public Inquiry Act provides for two categories of participants:
a person who is provided with a notice under s. 11(2) that the commission intends to make a finding of misconduct against that person, or intends to make a report that alleges misconduct by that person. No one has been given participant status under this provision.
a person who is accepted as a participant under subsection (4), which provides that a commission may accept the applicant as a participant after considering all of the following:
whether, and to what extent, the person’s interests may be affected by the findings of the commission,
whether the person’s participation would further the conduct of the inquiry,
whether the person’s participation would contribute to the fairness of the inquiry.
