Hearing Procedures Information

The first phase of the Frank Paul Inquiry will be held in Courtroom 801 on the 8th floor of 701 West Georgia Street. This courtroom has been supplied by the federal Court Administration Service.

The Inquiry is a public hearing, not a court proceeding. However, since this venue is in a court facility, certain conduct requirements have been set out by both the Court Administration Service and the Commission of Inquiry:

  • NO cameras or recording devices are to be operated in the hallways or other parts of the building.

  • The sole exception is room 806 on the same floor, which has been designated as a media room to conduct interviews, and as a basic workspace for media throughout the course of the hearings.

  • An audio feed from the public address system is supplied in the hearing room.

  • The Commission and the Court Administration Service will permit a single video camera and operator to be positioned at the “audience right” side of the courtroom to record the hearing’s proceedings. A single line feed will be permitted and members of the media are expected to supply any equipment necessary and manage such a pool feed to ensure access to all interested members of the media.

  • Members of the media and the public are welcome, but are expected to conduct themselves in the hearing as they would in a court proceeding.

  • NO food or beverages are permitted in the hearing room.

  • NO cell phones or other wireless devices are to be used in the hearing room.

Please note:

The Commission will permit still photographers to enter Courtroom 801 on one occasion only – at 9:30 AM on Tuesday, November 13th, to take establishing shots of the hearing room as well as the Commissioner’s opening statement, followed by a First Nations prayer.

After these events, cameras will be requested to leave the hearing room, and will no longer be granted access (except for a media pool feed video camera.)
